Become a Director, Valuation & Assessment Operations with MPAC
The Municipal Property Assessment Corporation (MPAC) is made up of a team of experts who understand local communities and assess every property in Ontario. What we do provides the very foundation that municipalities use to base the property taxes needed to pay for the services we use every day.

You have:
- One of the following combinations of experience and education from accredited or Canadian equivalent institutions:
o Undergraduate degree and minimum 10 years of progressively responsible experience in property valuation/appraisal
o College diploma and minimum 12 years of progressively responsible experience in property valuation/appraisal
o Secondary school diploma or GED and minimum 14 years of progressively responsible experience in property valuation/appraisal - Accreditation in good standing with one of the following accrediting organizations:
o Appraisal Institute of Canada: Accredited Appraiser Canadian Institute (AACI™)
o International Association of Assessing Officers: Certified Assessment Evaluator (CAE)
o Institute of Municipal Assessors: Member of the IMA (MIMA)
o Royal Institution of Chartered Surveyors: Member of RICS (MRICS), or Fellow of RICS (FRICS) - Proven leadership experience, inspiring, coaching, and mentoring a team of highly skilled professionals while fostering a culture of trust, collaboration, and high performance
- Strong verbal and written communication skills for preparing reports and delivering presentations to senior executives, Board of Directors, and external stakeholders
- Advanced political acumen to handle contentious and complex issues effectively
- Solid strategic planning capabilities, with the ability to lead the implementation of key strategies
- Strong research, analytical and problem-solving skills at a senior level
- Valid G or G2 Ontario Driver\’s License and a willingness to travel to Field Offices and corporate events across Ontario as needed
What you will do:
- Contribute to the development of corporate Key Performance Indicators (KPIs), business results, and multi-year strategies, regularly reviewing KPIs to ensure all goals and deliverables are met
- Collaborate with other Directors to establish objectives that support the corporation\’s property taxpayer services and develop continuous improvements in service delivery
- Review and/or validate complex property valuations and provide expert testimony for contested cases before the ARB, tribunals, and other administrative bodies
- Oversee value reviews ahead of new valuation base year releases to ensure alignment with markets trends, appeal decisions, and location-specific factors, adhering to proper valuation guidelines
- Supervise the preparation of detailed appraisal reports for contested property valuations and resolve challenges efficiently
- Develop strategies to address and resolve operational and political issues, ensuring conflicts with property taxpayers are managed effectively
- Prepare and deliver presentations to municipal staff, MPPs, ratepayers, and other relevant stakeholders to promote confidence in the accuracy of valuations and services
- Lead the development of business and financial plans, monitor and forecast operating budgets, and proactively manage budget variances
