The Opportunity

The Manager, Realty Services plays a vital role in aligning land strategies with the City\’s corporate objectives and overseeing a comprehensive range of realty services that facilitate City operations. This includes managing negotiations, appraisals, and valuations for land acquisition and disposition, as well as overseeing license and lease management.

Key Responsibilities

  • Leadership Development: Develop a high-functioning team within the City\’s realty services function, including establishing work planning processes and establishing expectations within the team to meet ambitious goals.
  • Policy and Process Development: Develop best practice policies, procedures, and processes to support a progressive corporate real estate function.
  • Strategic Land Coordination: Lead internal clients in coordinating and realizing high-profile land strategies for disposal and acquisition, supporting various initiatives such as neighbourhood placemaking, economic development, affordable housing, master plans and other capital work.
  • Asset Disposal Strategies: Lead strategies for the disposal of underutilized assets and surplus lands to promote neighbourhood placemaking and revenue generation, ensuring alignment with corporate policies and by-laws.
  • Negotiations and Contract Structuring: Lead or assist in large, complex land negotiations and property acquisitions for capital works, overseeing the structuring of RFP processes, real estate public-private partnerships, and contracts to advance land priorities within City operations.
  • Appraisal and Valuation: Provide appraisals and valuations for property acquisition/disposal using industry standard practices and principles and supervise property appraisals and valuations performed by staff.
  • Regulatory Coordination: Coordinate regulated processes related to land transactions and planning/development approvals, collaborating with other subject matter experts on official plan amendments, zoning by-law amendments, expropriation processes, and more.
  • Stakeholder Engagement and Advice: Provide advice to internal clients and council on real estate matters, processes, and issues, attending and/or presenting at public meetings and responding to inquiries from internal and external stakeholders.
  • Collaboration: Maintain close relationships with Legal Services and other internal stakeholders (e.g., Purchasing) to ensure all real estate needs, contracts, agreements, and strategies are proper and executed diligently.

Candidate Profile

The ideal candidate will have a proven track record of building successful teams and engaging stakeholders on complex matters. Advanced knowledge of property appraisal practices, real estate acquisition, leases, and relevant legislation such as the Municipal Act and the Planning Act is required. Strong committee management skills, problem-solving abilities, and excellent communication skills are essential. A reliable work ethic and positive attitude are also key attributes for this role.

Qualifications

  • Minimum 4-year Honours degree in a related field.
  • 7 to 10 years of diversified experience, including public sector experience, in real estate negotiation, property appraisal and valuation, and execution of realty strategy.
  • Member in good standing of the Appraisal Institute of Canada, and membership in either the Institute of Municipal Assessors of Ontario or the International Right-of-Way Association.
